Public Records Request
As a publicly funded state university, Northeast Ohio Medical University is subject to the Ohio Public Records Act (or the “Sunshine Laws”) and has an obligation to make its records available upon request, unless a statutory exemption applies. The Ohio Attorney General’s Office has extensive resources and training available related to public records.
What are public records?
The Ohio Revised Code Chapter 149, specifically R.C. 149.011(G), defines a record is as:
- any document, device, or item, regardless of physical form or characteristic, including an electronic record as defined in R.C. 1306.01,
- created or received by or coming under the jurisdiction of any public office of the state or its political subdivisions,
- which serves to document the organization, functions, policies, decisions, procedures, operations, or other activities of the office.
How do I Make A Public Records Request?
Pursuant to the University’s Public Records Policy, all requests for public records should be directed to the Office of the General Counsel. Public records requests can be submitted in the following ways:

Are Certain Documents Exempt From Release?
The Ohio Public Records Act allows a public office to withhold certain records from public release if they meet one of the exemptions stated in R.C. 149.43. If only a portion of a record is subject to exemption, NEOMED will redact that portion and provide the remaining unredacted portions to the requestor. Examples of information that is likely to be redacted from a record include personally identifiable information such as a drivers license or social security number, as well as medical records, student education records, and trade secrets.
Can I Request Student Information Through A Public Records Request?
The Family Educational Rights and Privacy Act (FERPA) prohibits the disclosure of a student’s education record without consent unless the information is considered directory information under FERPA.
Is there a Charge for Public Records Requests?
There is no charge for records that are emailed in response to a request. If paper copies are required, the requestor will be billed for the actual charge of all copies provided, along with any delivery charge such as postage and mailing.
